Per day is the one that matters, and it is counted in a durable store — a restart does not refund it. It resets at 00:00 UTC.
Back to back is a burst allowance that keeps one caller from monopolising a process. Hitting it costs you a few seconds and nothing from the daily count, and the 429 says which of the two stopped you.
Past 80% of the day’s allowance every response carries an X-RateLimit-Warning header, so a client can log it long before anything breaks.
It is sent to this site’s own API for the length of one request and kept nowhere — not in browser storage, not in a cookie. Lost a key? Keys are not recoverable by design; take another.
